cyst/ingrown hair...pads the cause?

I have what I am 99% sure is a sebaceous cyst/ingrown hair on my mons pubis (had an STD test that came back negative three years ago; I've only had two sexual partners since then - the first had only engaged in very low risk sexual behaviors before me and the other has also had multiple negative STD tests; also, I have cystic acne on my face and back, it feels like a cyst, it looks like a cyst...etc)...and I'm not really worried about it. I just have a question.

My question is: when on your period and using non-cloth pads, do you notice a rise in ingrown hairs/cysts? I seem to only get them then unless I shave, which I don't do almost at all because of how easily I get ingrown hairs (I even get them on my armpits, guh). How about if you use cloth pads...do you still get them often then? 

(Tampons are no good for me because when on HBC, I have very light periods and they are always too dry to change w/in the allotted time frame. I've considered a Cup, but I still have a hard time with...anything going in my vag....due to, ah, stuff. Also considered cloth pads, but I'm very bad about laundry as it is, so I can see that getting gross fast.)
