Cervical Screening (underage?)

I got a letter through from the NHS this morning, inviting me for a cervical smear. Keep in mind that I'm 22, and in the booklet enclosed and on the letter itself it states that 'All women aged 25 to 49 are invited for a cervical screening' (letter) and 'We offer the test to all women aged between 25 and 64' (leaflet)

I'm not complaining, far from it - if the NHS wants to check that I'm healthy I'm absolutely fine with that. I'm just wondering why I'm due to have one on my 23rd birthday, when it quite clearly states that you have to be 25 to have one. Thoughts?
